PIRL Files

The 2021 and 2025 H-1B PIRL files can be found on the H-1B Participant Individual Record Layout (PIRL) page:

1) 2021 H-1B PIRL for Building Pathways (BP) Grantees
This version is valid through the quarter ending 12/31/25.

2) 2025 H-1B PIRL for BP Grantees
The 2025 H-1B PIRL replaces the 2021 version and is valid starting the quarter ending 03/31/26. 

• The clean copy will help Round 2 grantees build their performance reporting systems.
• The redline copy will help Round 1 grantees update their existing performance reporting systems.

This video series contains four short videos designed to familiarize new WIPS users to functions such as uploading report files, checking and correcting errors; and reviewing and submitting a QPR for certification.

Quarterly Narrative Report (QNR)
QNR Template (ETA-9179)
The QNR is a summary of grant activities that occurred during the reporting quarter. To report grant activities that occurred in the previous quarter, BP grantees are required to use the updated Joint QNR Template.

QNR Submission Instructions
Provides instructions on how to submit the QNR in WIPS.

Quarterly Performance Report (QPR)
H-1B QPR Template
The QPR is a set of performance outcome measures populated quarterly by aggregating participant data. This template contains the performance outcome measures used by H-1B programs, including BP grants.
